For FHA program the California Housing Finance Agency (CALHFA) provides a deferred-payment junior loan - 3% of the purchase price to be used for their down payment and/or closing costs. This program may be combined with a CalHFA or non-CalHFA, first mortgage loan.
If you are a veteran and want a home you could qualify for a VA Loan or CalVet Home Loan. For these loans, you could put 0% down, and there is no private mortgage insurance - PMI.
